The Manitoba Framework Agreement (MFA)

The Manitoba Treaty Land Entitlement Framework Agreement (MFA) was signed on May 29, 1997 between Canada, Manitoba, and the Treaty Land Entitlement Committee (TLEC). Under this historic agreement, up to 445,417 hectares (1,100,626 acres) of land will be provided to the Entitlement First Nations (EFNs) represented by the TLEC. Manitoba will provide up to 399,008 hectares (985,949 acres) of Crown land. Canada will contribute $76 million.

Responsibilities of Chairperson The members of the Implementation Monitoring Committee representing the Treaty Land Entitlement Committee of Manitoba Inc., Canada and Manitoba shall consider the availability of persons resident in Manitoba that may have the appropriate qualifications and experience to undertake and effectively discharge the responsibilities of the Chairperson and shall, within 90 days of the Date of Execution or such longer period as the parties may agree, recommend to the Senior Advisory Committee (SAC) a person to be appointed Chairperson.

 

 

Roles and Responsibilities of the IMC

Part VI - Article 34 - Section 34.07 - Subsections (1) (2) (3) of the 1997 Manitoba Framework Agreement (MFA) : 34.07 Responsibilities of the Implementation Monitoring Committee With the assistance of the independent Chairperson, representatives from the signatories to the MFA who are appointed to the IMC, address issues of concern in the implementation phase and develop consensus on how to resolve issues.
